This paper develops the ideas from white papers 1 & 2, concerning product entity lifecycle phases, harm to people during a lifecycle phase, the role of the vehicle control authority, those implicit historical aims related to the vehicle and its control authority and the parties involved. The result is a model for harm, and the corresponding mitigation measures, in each phase. The safety issues in each phase, and those with associated responsibilities, are discussed and example generic claims are given along with generic topics and their evidence which could be used to support the generic claims. This generic model can then be used to further explore possible missing measures to mitigate harm. The discussion highlights some of the ways in which the move from a human vehicle control authority to an ADS affects the responsibilities.
